Preliminarily, let it be stressed that in administrative proceedings, the complainant bears the onus of establishing, by substantial evidence, the averments of her complaint. Substantial evidence is such evidence which a reasonable mind will accept as sufficient to support a conclusion.¹⁴ If complainant fails to discharge said burden, respondent cannot be held liable for the charge.¹⁵
